how to get there:

We start in saffron depo, and we heading to upstairs:

Now we should get into Jynx teleport:

Now we are in outland pokemon center (we can exp on outland at lev 200+), so we need to get to south entrance, straight ot ice land.

Now go as red line is shown on map  (!)

Now u need to kill Articuno to finish quest.

After killing boss, telport will appear, get in there, there will be chest, where is your reward.

TIPS:
Fire pokemons are the bests for ice nature pokemons.
